Colonel Laknath De Silva USP
Colonel Laknath De Silva USP was born in Colombo 0n 06th December 1965. He commenced his primary education at Nalanda Central College, Minuvangoda, and he later joined De Mazenod College, Kandana. During his school career, he served as an Assistant Head Prefect, and he was the President of the Cultural Association of the College from 1981- 1983. Having completed his school education, he followed a Diploma course in Programming, Systems Analysis and Design. After successfully completing the course, he worked as a temporary demonstrator and Assistant Information Officer at the National Youth Council, Maharagama for a short period of time.
On 12th November 1990, Colonel Silva was enlisted to the Sri Lanka Signal Corps in the Sri Lanka Army as a directly enlisted Data Processing Officer, and he followed the Officer Cadet course of Intake 34. On completion of his military training at Sri Lanka Military Academy Diyatalawa, he earned his commission as a Second Lieutenant and was posted to the 3rd Signal Regiment, Sri Lanka Signal Corps on 1st November 1992.
Colonel Laknath De Silva started his career in the Sri Lanka Army as a Data Processing Officer at the Directorate of Ordnance Services and Procurement Services in the Army Headquarters. As a young junior Officer, he did many changes initially in the IT field in the Ordnance Services and procurement activities. He introduced new strategies to expedite the tender opening procedure with the help of his IT background.
Colonel Silva graduated with a Master of Public Management (MPM) degree from the Sri Lanka Institute of Development Administration (SLIDA), and he earned a Postgraduate Diploma in Information Systems Management (PgDISM) from the University of Colombo (UOC).
He proceeded to follow an Automated Data Processing (System) Course at Military Communication, Technical Engineering College (MCTE), Mhow – India in 1997, and he has successfully completed several Information related Diploma and Certificate Courses such as Diploma in System Analyzing Designing and Programming, Diploma in Networking and Communication, Diploma in Web Technology and many certificate level courses including Cyber Security. Further he participated in many international as well as local Information Technology related seminars, conferences and workshops such as Multinational Communication Interoperability Ex/Wksp – Pacific Endeavor 10 in Singapore and Executive Seminar on Border Security and Cyber Law conducted by US Defense Institute of International Studies.
While he was serving at Adjutant General Branch of Army Headquarters in 2004, Colonel Silva lectured in Information Technology at the Defense Services Command and Staff College for DSCSC IX as a Senior IT lecturer.
He had an opportunity to visit and study Information related Military Secretary matters in the Indian Army, and he also visited Dubai and India on behalf of the University Hospital, Kotelawala Defense University to study Hospital Information Systems (HIS), Patient Information Systems (PIS), Picture Archiving & Communication Systems (PACS), and Medical Imaging & Storage Systems (MISS).
During his tenure of duty, he has held a number of staff appointments both in war and peace environment working in an Information Technology field. During the war period, he utilized his knowledge of IT to collaborate the Artillery with Information Systems in Elephant Pass in 1997.
Colonel Laknath De Silva was appointed as 2nd In Command of Information Technology Unit for two years from 2006 – 2008 and as the Commanding Officer, he had commanded the same unit for two years from 2008 – 2010 when the Humanitarian Operation was going on. He discharged his responsibilities as the Commanding Officer and System Analyst of the Information Technology Unit, which was the one and only Information Technical Unit of the Sri Lanka Army during that crucial period.
Before joining General Sir John Kotelawala Defense University as the Director for CITS and DS, he has served as SO I (IT) and System Analyst of the Military Secretary Branch of the Sir Lanka Army since 2013. He has been awarded elven military and service medals including Videsha Sewa Padakkama and Uththama Seva Padakkama(USP) for his unblemished service rendered to his motherland. Colonel Laknath De Silva is the most senior Signal IT Officer of the Sri Lanka Army. He is married to Sewwandi and blessed with two sons, Devin and Savin.
